Hydrogen incidents occurring under unexpected/unplanned working conditions are considered ABNORMAL.
Examples:
Stop/tripping due to malfunctioning of components,
Previous loss of power causing working in backup or temporary conditions,
environmental adverse conditions,
Part of the facility operating out-of-specifications
Equipment used for purposes other than they were designed for etc.
One-off actions not belonging to the normal procedures is an abnormal situation.
